Mr. Stanisław Małachowski, the Speaker of the House, initiated today's session focusing on the subject of "Starostwa sumowe". In his speech, he highlighted the importance of division of labor to facilitate the realization of objectives, mirroring the structure of the session weeks designated for economic and governmental matters. Accordingly, as the economic week begins, he steered the session towards economic affairs.

Mr. Stanisław Sołtan, the Under Secretary of the Interior for Lithuania-Belarus, expressed his commitment to serving the President and the Union, and solemnly assured his integrity and allegiance to both.

Mr. Tomasz Ostrowski, the Under Secretary of the Treasury for Poland-Ukraine, likewise showed gratitude to the President for his role and pledged his loyalty to the country and its leader.

President Stanisław August Poniatowski addressed the Congress, acknowledging Speaker Małachowski's dedication to parliamentary procedure and adherence to order, especially concerning economic matters. The President also introduced the urgent matter of Latvian affairs, suggesting a need for immediate resolution without significant delay or legal complexity.

Father Antoni Okęcki, a Senate bishop from West Poland, recommended the suspension of the upcoming Latvian Congress until a final resolution is reached due to concerns about potential conflicts and unrest that may arise from current disputes.

Prince Czetwertyński argued that more information is needed before making a decision on postponement and suggested waiting for feedback from the commission on the legality of the Latvian Congress.

Prince Kazimierz Sapieha clarified that the commission's instruction was to address all issues collectively and thus cannot provide isolated opinions without completing its entire scope of duties.

Mr. Seweryn Potocki, a Representative from Bracław county, aligned with Prince Czetwertyński, opposing suspension but proposed a motion that would be easily approved if only the issue of postponement was to be discussed.

Mr. Jacek Jezierski, a Senate castellan of Łuków, insisted on addressing financial matters during this economically dedicated week.

Mr. Stanisław Kublicki, a Representative from Latvia, agreed to defer the decision until the commission could fully inform the Congress about Latvian interests, meanwhile urging to refocus on fiscal issues.

Mr. Michał Kochanowski, a Representative from Sandomierz, took the opportunity to remind the Houses about the previously suspended Divine issue, which pertained to a pending decision from March 1 on the congregation in Pińsk and the necessity to appoint commissioners for it.

Mr. Łukasz Rybiński, a Representative from Kyiv, put forward a motion concerning grievances raised by the citizens of Owrucz county, represented by Mr. Stecki.

President Poniatowski proposed naming specific individuals needed to fulfill the decision of the Houses but indicated that such persons should be financially supported for their duties from the Public Treasury.

Speaker Małachowski called upon Secretary Jan Łuszczewski to read the law granting the President the liberty to appoint commissioners for the Greco-Orthodox Congregation.

Following the Speaker’s address, the President proceeded to officially nominate representatives for the upcoming congregation and emphasized the necessity of coordination with Mr. Michał Bernowicz, who was currently reviewing archives in Słuck, vital for the congregation's proceedings.

Speaker Małachowski confirmed Mr. Bernowicz's acceptance of the duties and suggested providing him with encouragement to continue his archival work and preparations for the congregation. The House concurred, and the Speaker added that military assistance might be required for the commissioners' prominence at the congress and that related expenses should be covered by the Public Treasury.

Mr. Celestyn Sokolnicki, a Representative from Poznań, advocated that all starosties should be reclaimed by the treasury and the appointed commissioners should cover their travel expenses out of pocket.

Mr. Kochanowski requested to be excused from the role due to his limited means and asked the President to appoint someone else in his stead. In contrast, Mr. Mateusz Butrymowicz, a Representative from Pińsk, declared his willingness to undertake the journey without burdening the Union's budget, though he acknowledged that reasonable expenses should be arranged for Mr. Kochanowski.

Mr. Józef Piniński, a Representative from Volhynia, advised returning to fiscal matters, pointing out that only matters specifically scheduled for the week should be discussed.

Mr. Kochanowski disclosed his financial requirements for the journey and the congregation duties, suggesting an allocation of at least 1,000 Red Złotys.

The proposal met with unanimous approval under the title "Appointment of Commissioners of the Union for the Greco-Orthodox Congregation," and included provisions for the appointed commissioners, military support for their secure conduct, and a financial allocation of 4,000 Red Złotys from the Public Treasury for necessary expenses at the site of the congregation. Additional proposals were also read and considered, including Mr. Strojnowski's proposition to secure a sum of 50,000 Złotys on the starostie of Lublin.

A contentious debate ensued over the rightful claims to funds associated with the Starostwp of Lublin, with Mr. Król supporting Mr. Małachowski's position and emphasizing the importance of maintaining public trust. Discussions continued on whether the originally granted and subsequent funds should be upheld or suspended, evoking various arguments about the significance of adherence to previous commitments and public faith.

In the face of considerable controversy and difference of opinion, a decision was made to vote on whether to suspend the provisional sum granted by the 1775 constitution for the Lublin starostie. The votes ultimately resulted in a decision against suspension.

The session adjourned until the following day.
